Connacht imprisoned The Watcher in Silvermines. That's why his arm was there... the confinement dream was still stuck to that one limb, so he had to detatch it to get away. Apparently Balor had something to do with lifting it from the rest of his body, as he "freed him from his prison beneath the Cloudspine" or some such. GURPS explains it that when you cancel a confinement dream, one part of the body stays stuck anyway. GURPS also attributes the Confinement Dream to Myrdred, who I once hypothesized probably both trapped and then helped free The Watcher, under Connacht/Balor's command.
