I think this is simply a consequence of the Main Cycle:
Leveller defeated by Great Hero
Assorted minor bad guys defeated by Great Hero over the next 500 years, during which time he's fated to win all battles.
Probably a couple of villains attack during every Light Age, and are fairly quickly smacked down. Soulblighter was unusual in that he sought to force the cycle by usurping the mantle of the Leveller, while the Watcher just wanted to raise a little hell--which is why Soulblighter is currently being tortured by the gods, while the Watcher lived to fight in the Great War. So the two cases aren't exactly parallel.

I'm sure you know this, but all the ambient life flavor texts are simply parodies of other units' flavors. I really don't think the makers of Myth were trying to provide us with any useful information here.
