Nice idea, but really now, Gothmog, Lord of Balrogs, what makes more sense?
That the expression "mantle of the Leveller" is a metaphor for that person having the LEveller Power/Spirit etc,
OR
That Bungie had an unwritten, unstated idea that the Leveller would wear an artifact called a mantle, BUT which wasn't even a mantle, it could be a helmet or a sword (a mantle is a cloak, by the way)?
Think about it.

: anything, but by wearing that, he has the powers of
: the leveller, and when another hero presents himself,
: the item is known to him, even if others do not know,
: because he is destined to take that object and study
: it, and becme the leveller.

: maybe unknowingly ending the cycle, because his
: experiance with the magic of the leveller so early on
: in his time with it acted as a vaccine, and therefor,
: he will not become the leveller.
