The Watcher and his army, yes. However, the Watcher and his army beat even Mazzarin (one of the most powerful Avatara of all time - including the Deceiver [he's an Avatara, too, don't forget]). The Watcher likely had THE biggest army of ANY of the fallen, seeing as how he had the most shades, the most thrall (children of Bahl'al, remember?), and the Dream of Unlife. It's no big surprise that, if he brought his entire army into play, the Deceiver would get his butt kicked.
