This is just a part of where the concept of Myrdred being the one who is nearly Bahl'al's equal comes from. Balor is clearly the biggest badass on the face of the planet right now (living memory). Bahl'al is second or third, meaning he's running up there for second but someone else might be just above him, or vice versa - he's neck and neck with some other sorceror out there.
In TFL we learn that The Watcher and The Deceiver had it out after the battle for Tyr, and that the Watcher barely survived it. Then at Silvermines they have it out again and Myrdred barely survives. That flavor text just basically restates it, and since it's Myrdred's flavor it's obviously in his favor. It could just as easily have said "[The Deceiver was] one of the second of third most powerful sorcerors in living memory... these two had it out after the flooding of Silvermines... The Deceiver barely survived", if the flavor had been for Bahl'al instead.
