You have to remember that these are simple folk (read--ignorant idiots) and relatively unaware of events occurring more than 20 miles from their birthplace. The Watcher's Wind Age activity occurred east of The Province; he discovered the dream of unlife in the kingdom of the Trow, fought Connacht and Mazzarin in the Cath Bruig Empire, and was finally imprisoned under the Cloudspine. So most likely the ancestors of today's warriors and peasants never laid eyes on a Thrall, or heard more than rumors about them. Even if they heard some stories about axe-wielding zombies to the east, they wouldn't be urgent or immediate enough that their descendants 600 years later would think, "no bodies--oh yeah, the dream of unlife!"
After all, the Avon's Grove guys aren't just ignorant of the Watcher's old shenanigans; they're ignorant of their own country's recent history. The war's been raging for 16 years and, as far as we know, the undead have been the backbone of the Fallen army for all that time (I really don't think Balor could have spent the first decade fighting with Fetch, Ghols and Myrmidons.) 12 years ago, Tyr, practically next door to Avon's Grove, was overrun by Thrall, led by the Watcher. So obviously these guys don't know nothin' about nothin'.
