Based on their appearence and actions in the "Unimplemented Featurees" bit and the "Inside the Tain" comic by Bungie, I think they're Tian guardians summoned or made by Skyrosh, trapped in the Tain. Either SB took some of them for himself, or he learned how to summon them too, but they're lifedraining thing to me seemed to actually let the person exist simultaneously in our worlld, and in SKyrosh's world where she drained their essence, and left them a husk.
