Allow me to snatch Occam's razor for a moment--I promise I won't cut myself. On the one hand we have The Watcher, true name unknown. He first appears, as far as we know, in the Wind Age; his is the first recorded use of undead, in the Wind Age, at which time he kills Mazzarin with Thrall; during the Great War he is present at the battle for Tyr.
On the other hand we have Bahl'al, title unknown. He first appears, as far as we know, in the Wind Age; he discovers the dream of unlife in the Wind Age and Thrall are referred to as his "children"; during the Great War he is present (armed with lots o' Thrall) at the battle for Tyr.
What reason is there not to assume these are the same person?
