Despite a widespread belief that the Trow like shouting "I KIK U!", I'd have said that they probably were pretty intelligent. Although it's difficult to point to Latin as evidence of this (it's their native tongue, after all), they seem to easily surpass the other races in metalworking and architecture. And (if you believe Myth3), they seem to have a higher proportion of magic users than any other race (although most of their spells seem to be very low-powers compared to dispersal dreams, for example).
Where the Trow seem to fall is that, while the average Trow is smarter than the average human, Trow are pretty homogenous: they lack the occasional super-genius that you find in other races. Another problem is their arrogance: in war, they may sometimes make foolish mistakes, because they /know/ that they cannot be defeated by puny fleshlings.
