There's actually a large level of finesse in talented axe-wielding, though its true that anybody can use an axe right off the bat. But to get an axe-man who's a dwarf, who's actually useful, it would take a whole lot of training: after all, the only thing that dwarves don't have a lot of HP, and so if they missed, they would get a whole lot of beating, especially with a really heavy weapon like an axe. And dwarves are slow enough without lugging around a huge chunk of iron.
