I would personally say that it's rather possible; even probable. I mean, even with all the things that we've discussed before, we've only ever figured out 5 or 6 of the nine, right? And he [Caliban] was obviously important enough to take care of something like this, and since the armies of the Light were under the direct control of the Nine, that sort of raises a distinct possibility.
Oh, and if there are fourteen names in the beta version for Avatara units, then why would anybody think that the avatara are limited to the Nine? After all, its obvious that the Deceiver is an avatara, though he works for Balor...
