Actually I would say "not neccesarily", because at the time that name was in use, there were 14 Avatara names. I'm not even sure if The Nine existed at that point in development-time, I'd have to go back and check. But he was definitely intended to be an Avatara. Whether there were just nine Avatara at that point or not, I don't know. It's also possible that the other 5 names were just extras, like the Shade names still left in the first two Myths.
