Soulblighter might not have known how to resurrect the dead at the time of the Great War. I could see the ghasts as one of his less successful attempts at reanimation, for example, since they suck quite a bit compared to soulless and thrall. Maybe he managed to make soulless that were very close to who's ever creation it was in TFL that the fir'Bolg fought with.
