But no, it probably was the skull of something - maybe a hero of the light he bound to himself, adn then kept the skull to keep that person's power at his service forever?
Whoever's skull that is (and maybe the skull isn't important), we do know that the staff holds big D's power, a bit like the Ring in LotR (they should have thrown the staff into Tharsis :D )
