Yes, being imperial is what empires do (duh?). But you don't become an empire until you've actually gone out and done some steam rolling. If Muirthemne and its provinces were all a group of friendly people under one king, the area would be a kingdom or territory, NOT an empire.

It doesn't really answer whether or not the west was part of the Empire in Myth, but judging from Alric's apparent Cath Bruig heritage, it would seem likely that he didn't have to overthrow the government of Madrigal to rule there, but rather had some claim to the throne.
