They are different cultures, just like the Cath Bruig and the Province, imo. Since they have human physique, and no noticable differences, who is to say that they can't be human?

Well, the Roman Empire WAS an Empire when it only consisted of Italy, seing as it had to unify all of Italy first. M3 says that the first Emperor of the Cath Bruig united the lands in what is now the Barrier, and who's to say they're wrong, but even if you don't believe that, look at the area the Barrier covers: more than enough space for plenty of antions, which then get conquered.
Oh, and even if it was just a normal kingdom, destroying the Myrkridia and Twow is pretty Imperial, especially as they free up those territories.
