Are they? I know they look smilar and all, but I don't recall any specific quote calling them human.
As for the The Barrier area being large enough for an empire (Seraph)... hardly. If you separate Bungie from Myth and just look at the map, you could say anything and you would be right. But Bungie lives in the same world we do, and knows that *empires* are generally made up of more than just a city and its surounding areas. Empires are generally composed of former *nations* brought together under one ruler. It's like calling Italy an empire now.
