Well, not quite sure what you're arguing here, but I agree that the "free cities" were ones not yet conquered by Balor. And I'm pretty sure the "Cath Bruig Empire" would have been pretty much the entire Myth map, since "Empire" by definition is a pretty big place, and afaik the humans ruled pretty much everything after defeating the trow and Myrkridia. The only reason Madrigal has a king in Myth 1/2 is because Muirthemne, the former seat of power, was crushed.
