The M2 glossary points to Balor being included as a Flalen Lord, leaving one more - since we never hear of him, or his armies (and we should have - had he been around he, the Wathcer and SB would have CRUSHED the Legion in the Dire Marsh, if not far, far earlier).
I believe that the missing Fallen Lord was killed by the Cath Bruig Empire.
