Yes.

What about the missing names? Some folks have looked at the games' Pre-Release Info, beta string lists, and the GURPS Myth Roleplaying Game book and have found the names of the two missing Fallen Lords. However, these names (which include "the Lurker", "the Voiceless One", "Bonesplitter", and "the Faceless Man") should not be accepted as the true names of the missing characters since their sources are either repositories filled with rejected material and not necessarily canon (pre-release and beta) or 'food for thought' as I like to call any pseudo-canonical third party interpretations (GURPS).

This has been discussed almost as much as the Head, if not more so. Maybe the Search feature wasn't working properly when you looked in the archives?

The definition of a Fallen Lord rules out Balor as a candidate since the Fallen were six sorcerors who were suborned by Balor. Somehow I doubt Balor would be contained in the list of people who he bound to his own will :)

SPOILERS for TFL and MYTH II (in case you haven't played one or the other all the way through):
Shiver was defeated in TFL and killed in Myth II, Myrdred and Soulblighter killed near and at the end of Myth II respectively. The Watcher was frozen and shattered in TFL. Since the narrator in the Epilogue of Myth II notes that the Fallen are dead, it's very, very safe to assume that the other 2 were finished during/immediately after TFL.
