Why would a fetch be talking to the Mayor, and why would they have a mirror in their tent, hell why would they have a tent at all. Also the woman (who I think is Shiver) looks nothing like the saggy human skinned horned Fetch's in later loss screens. I think that Bungie left a hint with the mirror and vanity and the fact is who else would have been talking to the Mayor.
