We don't know when Phelot was bound by Deceiver, for all we know he bound him in the Great War. Since Phelot was alive during the Great War, we know they didn't die when Balor did, perhaps he served soeone else.

I spose it's all conjecure. Unless someone can come up with definate proof to either extreme. I just think the fact that SB seems to have NO command over magic (except for using artifacts like Tramist's Mirror and the Tain), it'd be hard for him to create Shades. Unless he foud an artifact for that as well. :)
