Phelot hung around SB at least a few times in MII. He was in SB's camp at the time of the ambush and served as the Light's jailor. Sure, he turned up with Shiver, but I think that's because Myrdred sent him there after binding him.
So I think SB did have shades in his service, but he sent them out to do things most of the time and decided not to use them as guards (Herod was sent into Muirthemne, and what about all the shades in their names flavor text? I'd bet they were on missions for SB personally as well).
