I'd assume the staff/spear is ornamental in the statue, kind've like how rich guys hold a pipe even if they don't smoke.

We know from TWA that he used an axe, and in TFL he uses a kick-ass sword, so the thought of him using a spear is a little weird. Besides, spears aren't as dramatic in combat are swords or axes. Less skill required.
