The unit the second journal writer belonged to traveled straight to Madrigal in order to see Alric. Since the Province appears to be a fairly centralised (though slightly feudalistic) society it would seem unlikely that the head regent would run around all over his kingdom in peacetime. There were no wars going on and Alric certainly needs not show his face often among the people spread about the lands. It's not like he needs to be re-elected or such.
Also note that the cutscene before "Gate of Storms" shows Alric leaving a throne room. It would seem strange that Alric did not live in Madrigal if that is where his seat of power seemed to be.
