According to the Myth II epilogue, there is no one Savior character. It's just the word applied to each different person who attempts to destroy the Leveler. (A few debaters here don't agree with this, but I think the epilogue makes this point clear nevertheless.)
It is mentioned that Mazz was the strongest of the Avatara, but at this time I cannot remember any mention of him actually writing the Total Codex. Any references for this? If GURPS was your source, I have just forgotten that it was mentioned (and honestly wouldn't care very much, either, since it isn't easy to tell what is Seabolt's Myth and what is Bungie's :^) )
Personally, although Mazz might have sought to break the Cycle in his time, I do not think he was above it. If he couldn't fend off the Watcher, I doubt the supernatural entities which set the Cycle in motion were so overly concerned.
If anything, I think the Watcher recognized the overwhelming possibility that the Leveler diety would choose Mazzarin to be its next host. Therefore, the Watcher trapped Mazzarin and killed him, with the hopes/intentions of making the Leveler choose the next-best candidate. Who imo the Watcher assumed was none other than himself. Unfortunately (?) for the Watcher, the Leveler did not choose him.
If the above theory is correct, imagine the service the Watcher paid to the Light in the bigger scheme of things! Just imagine the Leveler inside the body of Mazzarin, and the unthinkable damage that would be done by this Leveler reincarnation.
But why would the Watcher want to prevent such a thing? Possibly because he realized he would have no place in such a future. Possibly because he wanted to force the Leveler to choose him as next host candidate. Who knows that goes on in the mind of someone like Bahl'al?
