I believe that Seabolt implemented the whole runestone idea.

About the part where you said the Watcher might have made himself undead... it all depends completely upon how you define death and undeath. We all have our own versions of those two terms, so the whole debate becomes an infamous pedant point. In other words: we'll never exactly know :)
