Hrm... I could swear I saw in one of the manuals' glossary, something like "Province, The - the cities of Covenant, Tyr, Scales, and Madrigal, and the lands that surround them", but I can't find anything on the Province now, anywhere. How odd.

Anyway, I suspect that it was Free City in TFL but was incorporated into the Province afterwards, seeing as Alric is king of the Province, and he lives in Madrigal.
