Yep, (mb I should have made that more clear), but I wouldn't call it more equal. The RUC wasn't sectarian, and there were Catholic members, but not many because in a sectarian society everyone knows what everyone else in their area is up to, and they don't take kindly to strangers or deviants, so Catholic terrorist organisations such as the IRA would "persuade" the Catholics to leave the RUC before they got hurt.
And, to be quite blunt, the same is still happening, which is why the police is still mainly Protestant. Of course, I'm sure that there are some sectarianists (is that the right word?) in the police, there are idiots everywhere, but peer-pressure and more dangerous pressure doesn't go a long way towards encouraging Catholics to join up.
The whole image fo a "more equal" police force was a propaganda exercise in an attempt to justify disbanding the RUC and not looking like the government were bedding over for the IRA/Sinn Fein - which, of course, they were (and still are).
