Then no country has, or ever will. I'm talking about the paper that determines what a country is legally (in this case, the constitution). The US was the first, unless you have another that history has somehow overlooked?
As for the de facto state of equality, where is it that all men are treated equally without fail? Point to any town, any state, any country, and guarenteed there's some story of abuse or frustration or inequality. Such is the human condition.
