Balor was similar to "Lady" in the Black Company. She had 10 sorcerers under her power called the "Taken". She could at any time reign them in, but didn't have the time to babysit every one of them. But if their petty quarrels got in the way of real business, she would shut them down and give them something to think about (i.e. the mad torture that made them "Taken").
So it's not really that Balor is "letting" the Fallen Lords fight each other. It's that he doesn't care, so long as they accomplish what he wants them to (re: take over the world, Pinky). In fact, I'm sure he had some differences with a few of them (SB most likely), but since he had control of them he didn't have to worry about that until after he had what he wanted. Had Balor won I'm sure he would have gone back to cull the Fallen Lords of those who weren't 100% loyal.
