Actually, they don't necessarily take (get) their power from Balor. They were bound to him. That also showed how big the animosity was between the Deceiver and the Watcher was, since they could be bound to the same leader, yet still fight amongst themselves.
Most of the Fallen Lords already had magical abilities. Sure, it was probably heightened by Balor, but they could stand well enough on their own.
