That sounds rather like the Crown of Kings in the Sorcery! series by Steve Jackson, which increased the wearer's leadership qualities immensly, allowing them to rule in peace and harmony or crush all opposition, depending on how good/evil they were.
It would make sense if the Ibis Crown did this, being a symbol of the united reign of the Cath Bruig (I'm not saying it did do this, mind you, just throwing ideas around) but I think that if it only did that ALric would only have retrieved it after Soulblighter was defeated, because it'd be useless otherwise.
I think that maybe it augmented his powers of mind, such as magic using, strategical and leadership powers, and giving him the will to equal Soulblighter, as well as maybe his physical powers.
