Why do you think the Dwarves play such an important part in the army of the West? If any of the Dwarven cities were still intact, they would have needed every available warrior to defend them. Which is one of the ways that TFL is so dark: every single dwarf that we command is a refugee, fleeing from their despoiled and ruined empire.
