First of all in response to the post before this one The Summoner was not born back in TFL. It says in one of the journal entries.
Second, we have no idea if Mazzarin is the most powerful. Think about it.... we know he was the best Avatara, but The Watcher was not an Avatara. And The Deceiver was an Avatara but now he is a Fallen Lord... maybe he got more powerful since then. And yes they would have disadvantages and advantages. Some times one would exploit the other's weaknesses or just catch him off guard like you said.
