Also he probably used his army to butcher Strand too.

Yes. But they are the only magics we see him use. He obviously has no formal and broad ranging training in the way Alric does for example.

I would call the Deciever the second most powerful after Mazzarin, and equal to the Watcher one on one.
Equal, maybe stronger sometimes, weaker others.
But the Deciever and the men in his group were "caught off guard", in " because they get out too easy relatively speaking.
