I think what he was referring to is that many of the guardians of Mazzarin's tomb, most notably the Lyches, also appear in the Watcher's armies. I would assume that the Lyches of Mazzarin's tomb simply represent the tormented spirits of those adventurers who had entered the tomb over the ages, but had been slain by the Stygian Knight guardians- and while necromancy may be seriously frowned on, when you're creating guardians for a tomb, undead are far more practical than the living (who might even make off with the entombed's precious possessions themselves.)
