And lude, i'm not really sure what you're asking. But I'll just throw some random points at you to try to help out.
The watcher killed mazzarin, a long time ago. He then resurrected mazzarin as a shade. When the legion goes to kill the watcher in TFL, mazzarin's shade is there, and you must kill him before you can finish off the Watcher.
