I think he meant something like this: Although the Fallen Lords were all dead, there are always still other minor agents of the Dark which remain.
Probably a few packs of Krids are still running around. The Mauls I can imagine are looking for a new dark leader. Some Fetch undoubtedly remain. And there's still a few undead still roaming about I'd bet. Shades too are likely.
Of course the ghols still remain a problem. All that needs to be done is for a brain to form, and the Light will have some more trouble. Sure, there probably aren't enough fetch and krids leftover to make a difference anymore, but there's other stuff which an aspiring Dark archmage could grab ahold of and stir the pot a little.
