The Watcher is said to be missing his left arm. Every picture of him we see, including the unit sprites, it is the arm on our left that is missing. Very easy mistake to make. Bungie told their artists "so make him look like this blah blah blah and get rid of the left arm", so they got rid of the arm on their left. Which happens to be the Watcher's right. Occam's razor.

The Deceiver is dead. So is the Watcher. So are Shiver and Soulblighter. It seems everyone has some very weak evidence that one or another Fallen is alive, but then everyone else has a bunch of strong evidence that they're dead. Compound this with the narrator saying "The Fallen Lords are dead" in the epilogue, and I think that's good evidence to say that they're all dead.
