Surely if the Tain was mass-producable, they would have mass produced it. The fact that they didn't suggests that they did not have the time or (probably very considerable) recources needed to do so. Judging from the reality-warping effects of the Tain, there was probably a not inconsiderable degree of risk involved in its creation, much like the Manhattan Project (which, incidentally, had about a 1 in 50 chance of causing global destruction. Self sustaining nuclear reactions are not safe things to play with. The risk of obscene amounts of accidental devestation seems to go without saying with weapons of mass destruction like nukes and Tains.)
Or, to put it another way, while it might have been thoeretically possible to built another Tain, it would have been very, very, very, very stupid.
