Well, the way I see it, both these statements can be true.
Every thousand years, the world changes its alignment. One "transient divinity" brings about this change. First a new hero arises and defeats the deity who is acting as the Leveller. Seeing the power of this new comer, the deity changes alignment and infuses its spirit with the hero to become the Saviour. This Saviour rules for the light for a thousand years before the deity flips alignments again within the hero making him evil and becoming the Leveller and destroys the world for a thousand years.
Then, a different hero arises to defeat the Leveller and the process starts again.
So, the prerelease idea of one god entity ruling under different alignments each millenia remains accurate but the epilogue is also correct as the hero is always a different being but the Leveller is always the same being who was the Saviour of the previous millenia. So the Leveller is not always the same person but is always the same hero who defeated the previous Leveller being.
So on a divine level, the god always rules the world but on a human level, a new hero arises to defeat the previous human Leveller then becomes the Leveller humself after a thousand years of being the Saviour.
I hope that made sense, I found it difficult to explain...
