If roots were intended for use on Soulblighter, your Jman on the Great Devoid level would be scripted to use it. No way he would refuse to use that weapon. If that was its original purpose, he wouldn't have wasted any time. Or, the pregame would have told you about it or something.

Since none of that happened, I think its original purpose was to heal living people of their injuries.

Also, I'm not sure what you mean by 'super-powerful beings' because I don't think Shades are killed by healing. And since healing the other Fallen doesn't kill them (nor does it kill SB, he just flees) there aren't any powerful dark characters left. The rest are bulk-rate undead, which aren't worth the root wasted on them.
