My Theory on what Sb was doing in Covenant and basically why half the Myth I sotryline cropped up. Sort of

On the SB Watcher relationship:
The Watcher and SB knew that Balor would never bring the Myrkridia into the fight, The Watcher also knew from past experience that no matter how beaten the light appear to be, they can still win, which is why they decided to resurrect the Myrkridia.

The plan being that the Watcher head back to Covenant to get the Codex. (I suspect that it was hidden in Covenant be the Avatara before the end of the Wind Age, which is why its never used in Myth III, they just hadn't found it, they may have known where it was but didn;t want ot risk going into the Province and had Connacht, the walking talking Codex, anyway. I doubt that Connacht wanted the Tain destroyed, knowing to be far too precious, so it remained in Covenant.) In the mean time SB gets the Tain and then they both use them to resurrect the Myrkridia and win the war.

However things didn;t go to plan and the Watcher fails to get the Codex, why SB was watching you at Covenant? to check on the Watchers progress, why he didn't attack, one it was a large group and he was one (albeit very powerful) warrior. 2, the Journeyman, who he had to get to to get the Codex and who he knew could unheal him. Thus he flies off and being so close to the Tain anyway he continues to search for it.

The Proof (sort of):
I always wondered why we were supposed to get the Codex, except to keep it out of the Watcher's hands, we never actually use it during the rest of the war. the head, (who was no longer the Leveller and now only wanted to rule, not destroy) who we know had been in contact with the Deciever may have known about SB going for the Tain, and thus guessed that the Watcher was going for the Codex, for the Summoner.

This theory also gives reason to why the Codex wasn't used by SB when he raised the city the first time, he had no major reason to use it that he could think of then, until perhaps the Watcher told him of the Summoner.
