Soulblighter brought Shiver back because she was the only one that he could... in the Myth comic book it says that Shiver wasn't completely gone. In Myth II this is confirmed, when it says she was cast into "ether", not killed.
So, just because SB was able to bring back Shiver, he never actually brought her back from the dead. She never fully died to begin with. He simply made her corporeal again. He could not do this with the Watcher because the latter was truly killed. Shiver wasn't completely killed.
: Why didn't he resurrect the Watcher?
Because the Watcher was dead, and resurrection of a whole person who has died has yet to be proven or mentioned in Myth. The closest you get to resurrection is reanimation of his corpse. You can make a Shade have his memories, yes, but it isn't the actual person.
So if we define 'resurrection' as "bringing a human who has died back to life" then there is no resurrection in Myth. Sure, there are 'reanimations' (undead bodies) and 'reincarnations' (for gods only, like the Leveler) but there are no 'resurrections' proven.

Btw, the word resurrection has other meanings, which actually do have a place in Myth. Such as "to bring to use again". For example: "The Fetch were resurrected in Myth II". This means that the Fetch after TFL who went into hiding, have returned.
