The Nine were Avatara but they were the only Avatara left at this point. I doubt it that Mazzarin would only allow to have only nine Avatara at a time. That seems unfair. A club that only allows a certain number nine? Avatara are just a group of the most powerful mages, sorcerers, etc. that were called Avatara for following a certain list of rules like don't use your power for evil. They taught each other to become greater and become Avatara if they were powerul enough. For all we know the Avatara were probably once a greater number than nine. Just that after time they die or get killed maybe by the Dark the way Mazzarin was with The Watcher. Or maybe not that many were joining them as before.
