I would imagine that the ammount of training needed to become an Avatara would be several years.
So they probably could not refill their ranks. Although, early on (from when my story is taking place to the point the war in the West started)they might have been able to do so.
Avatar is singular, Avatara is plural right? (at least, that's what we are using)
