I see two reasons. Soulblighter needed someone that, while powerful, he could control. There was no way he could ever control the Watcher. Shiver, however, with her neuroses and all was pretty easy to yank around.

Also, the way Shiver was killed left her soul floating. The same can not be said of the Watcher, so Tramist's mirror wouldn't have helped.
