It's not my opinion, it's what GURPS says.
And I just realized some rather compelling evidence for GURPS... They have a bunch of info in there which was not in the games, but was only available in prerelease info, which was no longer on the net at the time of GURPS' writing. So it MUST have come from Bungie telling them what to put in there.
Speaking of prerelease... Ghols and I just found something really cool :-)
