GURPS is a big ? in my mind, so any theories based solely on it's info are going to be regarded questionably.
Hence, on my power scale, Murgen is grouped as "the rest of the Nine".
Still, it's not too bad, just don't use it as the whole truth and nothing but the truth so help you Wyrd.
